Agilient gave a government client a risk-based energy facility security framework for the construction phase of a new generation facility and its supporting sites.
THE CHALLENGE
A government client was delivering a new energy generation facility on a greenfield site in regional Australia. As critical infrastructure under the Security of Critical Infrastructure Act 2018 (SOCI Act), the facility needed a security threat and risk assessment and a security plan for its establishment and construction phases, well before operations began. Construction sites attract theft, trespass and interference, and a high-value, nationally significant asset raises the stakes. Two supporting sites added complexity: a project depot used to stage contractors and equipment, and a purpose-built accommodation village for the construction workforce. Each had a different function, a different exposure and different people to protect.
OUR APPROACH
Agilient followed a staged method aligned with AS ISO 31000:2018 and SA HB 167. For the main facility this covered planning, a review of design documentation and regulatory requirements, on-site inspections, and consultation with project leadership, construction management and relevant government agencies. Agilient identified critical assets, profiled credible threat actors from opportunistic offenders to more capable adversaries, and assessed the planned physical, electronic and procedural controls using security-in-depth and Crime Prevention Through Environmental Design (CPTED) principles. The scope included perimeter protection, CCTV, vehicle and pedestrian access control, and security personnel for construction operations. Separate assessments followed for the depot and the accommodation village, each with day and night site visits, stakeholder consultation, a review of the surrounding environment, a criticality assessment, a threat assessment and a security risk register.
THE OUTCOME
The facility and its supporting sites now have a documented, risk-based security posture for the construction phase.
- A Security Risk Review Report and site-specific Security Management Plan for the main facility, supporting its SOCI Act obligations
- Security design recommendations covering access control, CCTV, perimeter fencing and CPTED, presented on marked-up site drawings
- Separate STRA reports for the depot and the accommodation village, each with a security risk register and a prioritised implementation plan
