A multi-phase security consultancy embedded across the design and construction lifecycle of a major public hospital expansion — delivering a comprehensive STRA, CPTED assessment, and security-in-design guidance for 93 new beds and expanded clinical services, including emergency, surgical, and imaging.
HE CHALLENGE
One of Australia’s largest privately owned construction companies was delivering a $360 million expansion of a major tertiary public hospital in Brisbane. The project involved a four-storey expansion adding 93 new beds and a range of new and expanded clinical services, including a new emergency department, satellite medical imaging, and additional operating theatres. As a designated hospital under the SOCI Act, the facility carries obligations to manage material risks across all four hazard vectors — physical, cyber, personnel, and supply chain. Integrating robust security into the design process from the outset was critical for ensuring patient and staff safety, protecting high-value clinical assets, and complying with healthcare security regulations.
OUR APPROACH
Agilient was engaged as the embedded security expert throughout the design and construction lifecycle. The core engagement was the delivery of a comprehensive Security Threat and Risk Assessment (STRA) for the expansion project, involving a detailed review of architectural and service designs, engagement with the project team and hospital stakeholders, and a formal assessment of potential threats and vulnerabilities. The methodology was benchmarked against AS 4485 (Security for Healthcare Facilities), ISO 31000, and Queensland Health guidelines. Agilient was subsequently engaged to conduct a specific CPTED and lighting assessment for a new Healing Garden, ensuring this patient wellbeing space would be safe and secure during evening hours.
THE OUTCOME
- Delivered a comprehensive STRA providing an evidence-based foundation for all security-related design decisions across a $360 million hospital expansion, identifying risks early and enabling cost-effective mitigation
- Produced a targeted CPTED and lighting assessment for the Healing Garden, ensuring this key patient wellbeing feature met safety requirements for both daytime and after-hours use
- Provided the hospital with a defensible, standards-aligned security framework supporting its SOCI Act obligations as a designated critical infrastructure asset in the healthcare sector
