Post-Breach Port Security Assessment Restores Compliance and Operational Confidence

A comprehensive Port Security Risk Assessment across two operational precincts — conducted following security breaches — delivering MTOFSA compliance, a risk-informed Maritime Security Plan review, and a practical roadmap for enhanced port operations. THE CHALLENGE One of Victoria's major commercial ports experienced a series of security breaches that exposed vulnerabilities in its existing physical, procedural, and electronic security arrangements. The port operator needed to urgently assess its compliance with the Maritime Transport and Offshore Facilities Security Act 2003 (MTOFSA), review and validate its Maritime Security Plan, and develop a practical roadmap for strengthening security governance across its two main operational precincts. As a designated critical infrastructure asset under the SOCI Act, the port also faced broader obligations to manage material risks to the continuity of essential freight and logistics services. OUR APPROACH Agilient deployed a structured, multi-phase assessment methodology aligned with the PSPF, ISO 31000, and HB 167. The scope included a detailed review of the port's Maritime Security Plan, identification of compliance and non-compliance with MTOFSA, and completion of a full threat and risk assessment across both precincts.
