A linked manufacturing security risk assessment across a production facility and a servicing centre gave a global manufacturer a risk-informed scope of works ready for market tender.
THE CHALLENGE
The client operates a manufacturing facility with an adjoining site, and a separate servicing centre, in an Australian industrial area. The sites hold high-value finished product, parts, equipment and intellectual property, and support production, logistics, testing and servicing operations. Existing controls had developed piecemeal and were not consistently effective across perimeter, access control, camera coverage and lighting. Threats ranged from organised crime conducting reconnaissance and planned theft to opportunistic theft and anti-social behaviour, and security governance and physical security awareness needed attention.
OUR APPROACH
Agilient applied a structured security risk assessment consistent with AS ISO 31000:2018 and SA HB 167, combined with Crime Prevention Through Environmental Design (CPTED) principles. The team consulted senior management and site personnel through online meetings and face-to-face workshops, and carried out site visits that included after-hours inspections. Environmental scans, police crime data and local crime mapping gave context to the threat picture. Agilient’s criticality assessment rated people, property, operations and reputation, and threat source analysis covered serious and organised crime, petty criminals, trusted insiders and issue motivated groups. Each existing control, from CCTV and access control to fencing, lighting, guarding and governance, was assessed for effectiveness before current and residual risk levels were calculated for each site.
THE OUTCOME
The client now has a risk-informed scope of works for each site that will form the basis of a market tender for security upgrades.
- Formal risk registers documenting critical assets, threats, vulnerabilities, control effectiveness and current risk ratings, with projected residual ratings showing high-rated risks reducing once treatments are in place
- Risk treatment plans covering unified CCTV upgrades with monitoring, perimeter fencing repair and replacement, boom gates, turnstiles and card-based access control, and a purpose-built security gatehouse
- Governance recommendations, including appointing a site security lead in line with corporate policy, reviewing guarding levels and introducing physical security awareness training for staff
