A construction-phase security risk assessment and a practical security and safety manual gave a property group’s new premium CBD office tower a security-by-design foundation and documented procedures for its operational phase.
THE CHALLENGE
A national property group was developing a new premium office tower in a capital city CBD, with major anchor tenants and integrated retail spaces open to the public. The site’s mix of public interfaces and multiple tenancies created distinct security considerations. The group wanted a security framework that would give its anchor tenants a safe and resilient environment from the time the building opened. That meant assessing security risk while the tower was still under construction, so that security-by-design principles could be embedded before the building became operational. The findings then had to be translated into practical documentation that on-site security and management teams could rely on once the building was in use.
OUR APPROACH
Agilient delivered a two-stage security consulting project. In the first stage, consultants carried out a foundational security risk assessment aligned with AS ISO 31000:2018 and informed by SA HB 167. The assessment drew on a detailed review of architectural plans and design documentation, structured consultation with the group’s project team and prospective tenant representatives, and analysis of the external threat environment. It examined the risks associated with public access through the retail interface and with multiple tenancies. In the second stage, Agilient translated the findings into a multi-part Security and Safety Manual for the operational phase. This included detailed Incident Response Procedures and Security Guarding Standard Operating Procedures, written as practical tools for on-site security personnel and building management and structured to address the operational complexity of a mixed-use development.
THE OUTCOME
The group gained an integrated security framework that embedded security-by-design principles before the building was commissioned.
