A precinct security risk assessment, the first integrated security and emergency management plans, and major event security planning gave a property group’s mixed-use precinct a coordinated, evidence-based security framework.
THE CHALLENGE
A major Australian property group owns a large mixed-use precinct that combines commercial office towers, a multi-level retail centre, dining venues and car parks, and draws tenants, residents and visitors. In a heightened national terrorism threat environment, the owner recognised that the precinct’s security had not been assessed holistically against the changed threat picture. There was no precinct-wide Security Plan and no coordinated Emergency Management Plan to govern its response to major incidents or to large public events that draw crowds to the area. The situation was complicated when a tenant introduced its own security arrangements without consulting building management, creating liability, reputational and safety risks for the owner and the wider precinct.
OUR APPROACH
Agilient delivered multi-phased security consulting, moving from strategic assessment to planning and specialist advice. It began with a security risk assessment of the whole precinct, including office towers, retail areas and car parks, applying AS ISO 31000:2018. Consultants carried out detailed site inspections, reviewed existing security documentation and procedures, and consulted internal stakeholders and external agencies, including police. Building on these findings, Agilient developed the precinct’s first integrated Security Plan and Emergency Management Plan, covering routine security operations and major incident response. Agilient also prepared a detailed security and crowd management plan for a large public event, addressing guard deployment, barrier placement, inter-agency communication and emergency response. Targeted technical advice followed, including an assessment of proposed security upgrades such as lockdown buttons and lift controls, and an analysis of the risks introduced by the tenant’s independent security arrangements.
THE OUTCOME
The owner gained an evidence-based understanding of the precinct’s security risks and a coordinated framework for protecting people and assets.
