Agilient reviewed the security design of an industrial building being converted for medicinal cannabis manufacture and prepared the Security Risk Management Plan needed to meet cannabis security requirements for state licensing.
THE CHALLENGE
A growing medicinal cannabis company acquired an existing industrial building to convert into a manufacturing and distribution facility. The site would store stock, package flower products and manufacture cannabis oils under a Good Manufacturing Practice certificate. Converting a building designed for another purpose meant its security had to be brought up to the standard expected by the Therapeutic Goods Administration, the Office of Drug Control and the state health regulator for Schedule 8 medicines. The company needed confidence that the design would address theft, diversion and unauthorised access, and that operations could continue through severe weather and flooding. It wanted the design validated before construction finished, when changes are still inexpensive.
OUR APPROACH
Agilient delivered two related streams of work. The Security in Design review combined a desktop review of architectural drawings with an on-site assessment of the building and its surroundings. Consultants applied Crime Prevention Through Environmental Design principles to specify controls for the perimeter, vehicle approaches, layered access control and CCTV coverage suitable for evidentiary use. In parallel, the team developed the Security Risk Management Plan required for state licensing. This involved consultation with the client on security governance, insider threat management and transport security procedures. Environmental hazards were considered alongside criminal threats. All work was benchmarked against AS ISO 31000:2018 and medicinal cannabis security requirements.
THE OUTCOME
The company gained a clear security blueprint for the facility before it became operational.

- A Security Risk Management Plan prepared to support the facility’s state licence application
- Design direction for the construction team, reducing the risk of retrofitting security controls after completion
