A structured corporate office security risk assessment for an energy network operator’s CBD head office examined criminal, issue-motivated, insider and terrorism threats and delivered prioritised recommendations for physical and personnel security and incident preparedness.
THE CHALLENGE
An energy network operator needed a clear understanding of the security risks facing its corporate office, a high-profile tenancy in a central business district. The office sat within a complex threat environment. Local threats reflected the building’s location and the surrounding public, and the national terrorism threat level at the time was elevated. The operator also needed to consider threats from criminal elements, issue-motivated groups and trusted insiders. A key concern was whether its incident preparedness and emergency response arrangements were adequate, including its ability to coordinate a lockdown. Management wanted an evidence-based assessment of these risks and a prioritised set of treatments to support informed, risk-based decisions about the security of its people and premises.
OUR APPROACH
Agilient conducted the security risk assessment using a structured work plan aligned with AS ISO 31000:2018 and informed by SA HB 167. The project began with context setting, including an on-site inspection, interviews with the operator’s personnel and building management, and a review of existing security documentation, policies and procedures to establish baseline conditions. A threat and vulnerability assessment followed, including an environmental scan of local crime statistics and demographic factors and an evaluation of the operator’s specific threat profile. Particular attention was given to incident preparedness, emergency response arrangements and lockdown coordination. Agilient then identified and assessed risks against existing controls, determined residual risk levels and prioritised areas for treatment. The final phase produced a treatment plan addressing vulnerabilities across physical security, personnel security and operational preparedness.

Management gained a clear view of the security risks to its corporate office and the information needed to make informed, risk-based decisions.
