A vendor-neutral CCTV and access control review, including ageing keying systems, gave a metropolitan council a tender-ready Statement of Works and a clear path to upgrade.
THE CHALLENGE
A growing metropolitan council manages a wide portfolio of public assets, from civic centres and libraries to operational depots and recreational facilities, and aims to provide safe and inclusive environments for its community and staff. Its CCTV and access control systems had become outdated and unfit for purpose. Earlier technical assessments had found inoperable cameras, poor image quality and a run-to-fail approach to maintenance, which created operational and safety risks. The council also relied heavily on mechanical keys, adding administrative overhead and security weaknesses. Rather than continuing with reactive, piecemeal repairs, the council wanted a coordinated security technology architecture that would support the protective security framework it had recently developed.
OUR APPROACH
Agilient was engaged as an independent adviser to review the council’s CCTV infrastructure and set a strategic design direction. The work followed AS ISO 31000:2018 and relevant Australian Standards for electronic security. Consultants carried out on-site physical assessments at a set of high-priority locations, and the scope was later extended to include a critical operations facility. Existing systems were audited to identify immediate safety risks, and workshops with operational staff defined the functional requirements the new platform would need to meet. Agilient then prepared a tender-ready, vendor-neutral, performance-based Statement of Works so the council could seek competitive bids for an integrated CCTV and access control platform without being tied to proprietary products. A separate audit of the physical keying system examined how the council could reduce its dependence on mechanical keys through electronic access control.
THE OUTCOME
The council now has an evidence-based foundation for a staged security technology upgrade and a procurement package ready for market.
