A security risk assessment and a full security management plan gave a guarding provider an evidence-based program for a major bank’s new office tower, aligned to the bank’s outcomes-based contract and performance indicators.
THE CHALLENGE
A major bank was preparing to occupy a new office tower in a busy, high-traffic public location close to its other offices. As part of commissioning the building, the bank moved its security contract to an outcomes-based model. Rather than prescribing guard numbers and roles, it required its security provider to design a program based on a formal assessment of the site’s risks. The provider needed to show a thorough understanding of the threats, from unauthorised access and theft to protest activity by issue-motivated groups, and to design an effective, efficient guarding operation in response. The challenge was to build a complete security management framework from the ground up for a new building, aligned with a detailed set of contractual key performance indicators (KPIs).
OUR APPROACH
Agilient was engaged by the security provider to supply specialist consulting expertise in two phases. First, it carried out a security risk assessment of the new building, scoped specifically to inform the design of the guarding operating model. Consultants visited the site, reviewed building plans and security system designs, and engaged with both provider and bank stakeholders to understand the operating context and risk appetite. The assessment identified key risks, including ground floor access, loading dock operations and visitor procedures, and made guarding-based treatment recommendations. After the bank accepted the assessment, Agilient was re-engaged to develop the documentation needed to put the program into operation. This centred on a security management plan structured to address each contractual KPI, with defined processes for ongoing risk management, supplier assurance testing, a schedule of monthly security response simulation exercises and a business continuity plan for service continuity.
THE OUTCOME
The provider was able to meet the requirements of the outcomes-based contract with a complete, documented, risk-based security program.
