A comprehensive Security Risk Assessment for a major international container terminal — delivering MTOFSA-aligned compliance, executive-level risk reporting, and an actionable roadmap for embedding findings into the terminal’s Maritime Security Plan.

THE CHALLENGE

The operator of one of Australia’s most significant international container terminals required a comprehensive security assessment of its port operations. The assessment was commissioned in response to regulatory obligations under the Maritime Transport and Offshore Facilities Security Act 2003 (MTOFSA) and a strategic imperative to strengthen the terminal’s overall security posture. As a critical node in Australia’s freight supply chain and a designated asset under the SOCI Act, the terminal needed to demonstrate that material risks — from organised crime and cargo theft to state-sponsored interference — were being systematically identified, assessed, and managed.

OUR APPROACH

Agilient conducted a comprehensive Terminal Security Risk Assessment using a methodology built on ISO 31000 and HB 167, combined with a practical, stakeholder-driven approach. The scope covered the full range of vessel types and cargoes handled, evaluation of critical assets and operations, identification of existing security controls, and a detailed analysis of threats and vulnerabilities. Agilient developed a Critical Asset List (CAL), List of Threat Actors (LTA), and Security Threat Assessment (STA), and assessed the effectiveness of current control measures. The resulting analysis informed a prioritised risk register and tailored risk treatment options, which were presented to the terminal’s executive leadership during a structured debrief.
